Office of Legal Affairs and Labor Relations

Our goal is to provide high quality legal advice, guidance and representation to support and protect the mission, vision and values of The College of Staten Island.

Our Responsibilities

  • Ensure compliance with city, state and federal laws, CUNY bylaws, policies, and collective bargaining agreements.
  • Provide legal advice and guidance to the President, the College, and College representatives on a wide range of legal issues including, but not limited to, litigation, contracts, compliance with subpoenas and issues concerning the College’s related entities.
  • Oversee the labor-management grievance process.
  • Serve as the College’s Ethics Office and Records Access Office.

*The materials and related links on this site are for informational purposes only. The Office of Legal Affairs and Labor Relations does not provide personal legal advice or representation to College faculty members, staff, or students. If you need an attorney for personal matters, one resource is the New York City Legal Referral Service (https://www.nycbar.org/get-legal-help/).

Ethics Training

Executive Law § 94 expanded the live ethics training requirement to all New York State employees (this includes all full-time and part-time employees, including adjuncts and graduate assistants - regardless of whether or not you file an annual Financial Disclosure Statement). All New York State employees are required to attend a COELIG Ethics training EVERY calendar year.

There are two courses that comprise the statewide ethics training initiative:

  1. The Comprehensive Ethics Training Course (CETC): is a live, instructor led training that is the only course that satisfies the live ethics training requirement mandated in Executive Law § 94. New hires are required to complete the CETC within the first 90 days of beginning their state employment. Employees are required to complete the CETC every other calendar year.
  2. The On-Demand Ethics Training (ODEC): Employees are eligible to complete an ODEC every other calendar year – the alternating years during which they are not completing the CETC.

NOTE: Employees are NOT eligible to take an ODEC if they have not completed a CETC during the previous calendar year.

During the alternating calendar year (i.e. the calendar year they are not required to take the live CETC) employees have the option of taking a live CETC or taking the ODEC to satisfy their annual ethics training requirement.

Information Regarding Deadlines: Please contact Catherine Ferrara and Mona Rosenstock to find out your specific deadline if necessary.
